Our consideration criteria include the following elements.

  • Delivering a service where the user can only complete the task using a third-party website? Is there evidence a user needs something that cannot be published on a council website?
  • A trustworthy source that can support users better than a council website?
  • Relevant to specific content on this site or to the council as a whole?
  • Usable and accessible (especially on mobile) and a safe place to send the user?
  • Up-to-date, authoritative and free from errors and 'under construction' messages?
  • Free from offensive material?
  • Free from any political bias or which could be perceived as political bias?
  • Free from religious bias or which could be perceived as religious bias?
  • Free to access so users can access the content without having to pay or register to see it?
  • Free from advertising commercial products, commodities or services for private individuals or companies not related to the council?
  • Transparent with respect to its ownership, funding and purposes?
  • 'Best in breed' - does another site do the same job better?
  • Free from violating any UK laws and regulations which are in force from time to time?
