Appeal a parking fine

Please don’t pay your parking fine (Penalty Charge Notice) if you plan to appeal.

If we receive your appeal within 14 days of the notice being issued and it’s not successful, you’ll still be able to pay the fine at the discounted rate of 50 per cent.

Before you appeal

Common reasons for appealing

Here are some common reasons why people appeal their parking fines:

  • You weren't the one driving: the registered keeper of the vehicle is responsible for the fine unless there’s a signed hire agreement, or the vehicle was taken without your consent (you’ll need to provide a police crime reference number).
  • You sold the vehicle: if you’ve sold the vehicle, you must tell the DVLA. We’ll need written confirmation from them that you were not the registered keeper when the fine was issued.
  • You didn’t know about the restriction: being new to the area or unaware of the rules isn’t a valid reason to cancel a fine. Parking restrictions are clearly shown on signs and road markings.
  • Your appointment overran: it’s your responsibility to buy enough parking time to cover your stay, even if your appointment runs late.
  • You were just over the bay markings: even if your vehicle was only slightly outside the bay, a fine can still be issued. Bay markings are there to keep everyone safe and ensure fair use of space.
  • You parked on the footpath behind yellow lines: yellow line restrictions apply from the centre of the road to the edge of the highway, including footpaths.
  • You were loading or unloading: loading bays are only for vehicles actively loading or unloading large, bulky items. Shopping or dropping off cash doesn’t count as loading.

How to appeal

We only accept appeals in writing. When you send your appeal, please include:

  • Your Penalty Charge Notice (PCN) number
  • Your vehicle registration number
  • Your name and address
  • Your email address or phone number
  • A short explanation of what happened and why you think the fine should be cancelled
  • Any evidence that supports your appeal (for example, photos or documents)
