Rochdale Borough Council has appointed Julie Murphy as its new Chief Executive and head of paid service following approval by councillors at a meeting of full council.
Mrs Murphy has served as the council’s Interim Chief Executive since December 2025 and brings more than 30 years of local government experience to the role. During her career at Rochdale Borough Council, she has held a number of senior leadership positions, including director of corporate services and statutory section 151 officer.
She has led a broad range of services including finance, governance, legal services, communications, human resources, policy, transformation, and ICT. She has also played a central role in delivering major regeneration, commercial and digital transformation programmes, while helping to ensure strong financial management and organisational resilience. The appointment follows a recommendation from the council’s chief officer employment committee following a rigorous recruitment process and final interviews.

Julie’s experience, expertise and collaborative approach make her exceptionally well placed to lead the organisation as we continue to deliver for residents, drive regeneration and support inclusive growth across the borough.”

Mrs Murphy has also served on a number of regional and national bodies, including as vice president of the Society of Municipal Treasurers.
