Apply for a landlord licence

Landlords in the borough of Rochdale must obtain a House in Multiple Occupation (HMO) licence from Rochdale Borough Council if they operate a House in Multiple Occupation.

Mandatory licence: the property has 5 or more occupants forming 2 or more households.

Additional licence:

  • The property has 3 or more unrelated occupants forming 2 or more households. The property can have any number of storeys.
  • The property is converted into self-contained flats (known as Section 257 buildings)

Landlords will need to apply for a licence as soon as they begin letting a property that meets the criteria for licensing.

Licences can be granted for up to 5 years. licences usually end on the scheme expiry date. We may grant licences for shorter periods in certain circumstances.

A licence will only be valid for one property. If you have multiple properties, you will require a licence for each property. licences are non-transferable.

Each local authority is responsible for issuing licences in their area. Find the council website for your property address
