6.8 per cent of 16–17 year-olds in Rochdale borough were Not in Education, Employment or Training (NEET) in 2021/22, which equates to around 377 people from this age group. This is higher than the England average of 4.7 per cent and the Greater Manchester average of 5.3 per cent (Department for Education).

What outcomes do we want to see for young people?

One of the key outcomes wanted for residents is that all are in education, employment or training at the end of compulsory education. Increasing the participation of young people in learning and employment contributes to improved social mobility as well as stimulating economic growth.

To support more young people studying and gaining the skills and qualifications that lead to sustainable jobs and reduce the risk of them becoming NEET, legislation was included in 2013 to raise the participation age as contained within the Education and Skills Act 2008. This required that from 2013 all young people remain in some form of education or training until the end of the academic year in which they turn 17.

Health impacts of being out of education, employment or training

Young people who are not in education, employment or training are at greater risk of a range of negative outcomes including poor health, depression or early parenthood. These figures are monitored to encourage services to work together to support young people, particularly the most vulnerable, to engage in education, training and work.
