A Heywood woman has been fined after a pile of waste was found fly-tipped with evidence of her address only a minute’s walk away from her home address, resulting in an appearance in court.
Jade Hedderman, of Manchester Road, was convicted at Manchester City Magistrates’ Court on Thursday, 30 April 2026 for one offence of fly-tipping, contrary to s33(1) Environmental Protection Act 1990.
A member of the public reported the pile of household waste discovered dumped outside a property in Middleton Road in Heywood, situated around the corner from Ms Hedderman’s home.
Ms Hedderman was given the opportunity to attend an interview following the report and was sent 2 further letters inviting her to interview, which she ignored. A fixed penalty notice was then issued, but again, this was ignored.
Ms Hedderman failed to attend court, but she was convicted in her absence. She has been ordered to pay a total of £2,347, including a £660 fine, £264 victim surcharge, and £1,423 in costs within 28 days.
Councillor Tricia Ayrton, deputy leader of the council, and cabinet member for climate change and environment, said:
“We can’t stress enough the importance of disposing of waste responsibly as if found dumped, you could be facing a fine and, in this case, a substantial fine.
“Everyone is responsible for disposing of waste properly, whether at recycling centres, using licensed carriers, or taking advantage of our free bulky waste collections. We won’t hesitate to issue fines and penalties to anyone who shows a total disrespect for our environment, like Ms Hedderman did. This is a good example of why we always follow cases all the way through to the end. No-one should get away with fly tipping.”
The council offers 2 free bulky waste collections of 3 items per household per year. Any additional items are charged at £8.40 each.
