Introduction

If you are a Rochdale Borough resident aged 18 or over and you have care and support needs or find it difficult to look after yourself, the council may be able to provide you with some help. To determine if you are eligible for support from us, you will need to have a care and support assessment to help Adult Care staff identify your care and support needs.

If you are eligible for support from us, you will need to complete a financial assessment to decide whether you're in a position to pay towards the costs of your care and support needs. This financial assessment will allow the council to assess how much we are able to pay for the type of care that will meet your needs.

Once all necessary assessments are completed you will be offered a suitable care package, which could be any one of a number of options, including:

  • Residential care
  • Home care
  • Supported living
  • Care in the Community

Throughout this process we will need to collect and use certain personal information in order to deliver the necessary services.

Magic Notes by BEAM

Rather than relying on manual written notes, Adult Care use an Artificial Intelligence (AI)-powered web application called Magic Notes by BEAM to record conversations with people who may need care and support, carers, provider staff and others involved in the delivery of services for people who may need to draw on care and support.

This will be done using a council mobile phone or computer and anyone present will be notified that the recording is happening. Conversations will be summarised by the AI tool and a list of actions created. These summaries and actions are always reviewed by a social care practitioner to ensure accuracy before they are transferred into the Adult Care case management system.

This application is not used:

  • To collect any additional information that would not have been collected previously by your request for an assessment
  • For automated decision making or profiling, or to train AI models

Recordings are not shared with anyone else.

All recordings, transcripts and summaries are automatically deleted from the Magic Notes application after 60 days and all information captured by the application is stored in the UK following strict Public Sector GDPR guidelines.   

What personal information we collect

We collect personal information to make sure that we can carry out our work. The personal information we collect includes:

  • Name
  • Address and contact details, including email address or telephone numbers
  • Age and/or date of birth
  • Marital status
  • National Insurance number
  • Employment data
  • Photographs
  • Health or medical records, including disabilities
  • Financial information, for example bank details
  • Religion
  • Ethnicity or nationality
  • Crime/offending data

When we collect personal information it may be about:

  • Individuals
  • People who draw on care and support
  • Relatives or representatives
  • Carers
  • Families
  • Offenders
How we use personal information

We use your personal information to determine need and support type and to:

  • Provide residential care
  • Provide supported living services
  • Provide access to community services
  • Support mental wellbeing
  • Maintain accounts and records
  • Administer the collection of social care charges
  • Prevent crime and prosecution
  • Undertake corporate administration
  • Enforce regulatory powers
  • Commission services
  • Manage complaints and allegations
  • Process applications, requests and appeals
  • Undertake investigations and audits
  • Safeguard the welfare of adults
  • Safeguard the welfare of children and young people
Why we use your personal information

We're required by law to provide services that meet eligible needs following an assessment. This is detailed in legislation and guidance including:

  • The Care Act 2014
  • The National Health Service Act 2006
  • The Disabled Persons Act 1986
  • The Mental Health Act 1983

We're allowed to process personal and sensitive data for the following reasons under the General Data Protection Regulation (GDPR) Articles and the Data Protection Act:

  • Necessary to comply with a legal obligation
  • Public task or statutory function
  • Necessary for performance of a contract
  • Substantial public interest
  • Health and social care
  • Vital interests (life and death)
Who we share your personal information with

We collect information from and disclose information to individuals and organisations that can support our work including:

  • Council departments
  • Law enforcement and prosecuting agencies
  • Healthcare organisations
  • Ombudsman and regulatory bodies

  • Service providers
Automated decision about your personal information
This service doesn't make any decisions using computers or programmes, there is always a human person in the loop when using your personal information.
How long we keep your personal information
We keep personal information collected as part of this process for a minimum of 6 years from the date of records created or your last contact with the service. Some information may be kept for an additional length of time if necessary and justified.
Transferring personal information beyond the EEA
This service doesn't transfer your information outside the European Economic Area (EEA).

We do not routinely share data with any organisation outside the UK, but our website is available across the internet and we communicate with applicants and stakeholders wherever they are.
