The Best Start in Life Plan sets out how Rochdale Borough Council will support every baby, young child and family from pregnancy to age 5. It explains why early support matters, how local services will work together, and what families can expect from our Best Start Family Hubs, early years settings, health services and community partners.
The plan follows national guidance and local priorities, focusing on giving children the right help early, making services easy to access and ensuring support is fair, inclusive and joined up. Our aim is simple: to make the borough of Rochdale a place where every child has the best possible start and every family feels supported, informed and valued.
