The government identified that a number of lessons could be learnt from severe winters over the past number of years and commissioned a review, which was published as the Transport Resilience Review in July 2014.

The Highways Resilient Network Plan considers this review and lists the roads in the borough of Rochdale that are important to the economic and social needs of the residents. These roads are given priority in the event of adverse weather, with the goal of maintaining key economic activity and access to key services.
