Also known as a tin whistle or a flageolet, the metal penny whistle is indigenous to the British Isles. Most cultures around the world have similar instruments although these are often made of different materials such as bone or wood. 

The modern, factory-made metal tin whistle was developed in Manchester in the mid to late 19th century. They are called penny whistles as they could be bought for one old penny.
