Managing Service User Financial Affairs Policy and Practice Guidance

​In the 'Our Health, Our Care, Our Say' White Paper, it's recognised that economic wellbeing is 1 of the 7 outcomes that are critical for people who use care services. Whilst some people may only need some assistance with managing their financial interests, other people may not be able to manage their money at all and need someone to do so on their behalf.

Whilst we may manage an individual's financial affairs, we recognise that people have a right to make their own decisions about when they spend their money and how they spend their money. We'll support people to make these decisions.

We recognise that anything we do on behalf of an individual must be done in their best interests and needs to:

  • Respect a person's rights to control their finances.
  • Handle people's finances appropriately, confidentially, in accordance with legislation, regulations and Rochdale Borough Council's finance and practice guidance.
  • Minimise the risk of abuse or criminal activity.
  • Ensure transparency in the recording of financial transactions.
