Role of the Greater Manchester Joint Waste Development Plan
Document
Under the provisions of the Planning and Compulsory Purchase Act
2004 the ten unitary authorities in Greater Manchester agreed to
produce a Joint Waste Development Plan Document (JWDPD) for
Greater Manchester. The Greater Manchester authorities consider
that this arrangement offers the most potential for efficient and
effective working on detailed waste planning matters.
The
JWDPD
includes
detailed development management policies and identifies
sites/preferred areas for a range of waste management facilities
required up until 2020. The plan will form an integral part of each
authority’s Local Development Frameworks, and will form part of the
statutory development planning documents for the purpose of
determining planning applications.
The
JWDPD
policies
replace the waste policies (W/1 - W/8) contained within the
Unitary Development Plan (Adopted June 2006)
A planning team located within the Greater Manchester Geological
Unit (GMGU) was responsible for all aspects of plan production
and consultation, with assistance from the Greater Manchester
authorities as necessary.
Current Status
The Waste Plan formally came into effect on 1 April
2012.
In terms of allocations the
JWDPD
identifies
three areas in the borough as being potential suitable for
waste management facilities (Policy 5 - Allocations). The
three areas are: RD3, Heap Bridge Industrial Estate; RD6, Sparth
Industrial Estate, Rochdale; and RD8, Rhodes Business Park,
Middleton. Maps of these areas are included in Appendix 1c of the
JWDPD
.
Policy 11 of the
JWDPD
identifies
three existing waste sites in the borough to be safeguarded. These
are: 14. Waithlands, Rochdale; 15. Peel Lane, Heywood; and 16.
Spring Vale Middleton. The

Previous stages
The Waste Plan was considered by an independent Inspector as
part of a Public Examination between February and November 2011.
The Inspector’s Report was published on 18 November 2011 and
concluded that the Waste Plan was ‘sound’, subject to two soundness
changes. The Report also endorsed other minor changes that the
councils suggested. The adopted Waste Plan incorporates the binding
recommendations of the Inspector.
