Local development framework
The Local Development Framework (
LDF
) is a collection of
planning policy documents that will guide and control development
in Rochdale Borough.
Officers have now concluded that the best course of action is to
withdraw the Core Strategy completely and to draw up a new one as a
matter of urgency. The formal decision to withdraw will need to be
made by the Cabinet and full Council. The report dealing with the
withdrawal of the Core Strategy will go to
Cabinet on the 29 March 2012 followed by
full Council on the 18 April 2012. For more

Following the adoption of the Greater Manchester Joint Waste
Development Plan Document (JWDPD) on the 1 April
2012, the waste policies within the UDP (W/1 - W/8) have
now been replaced by the policies within the
JWDPD
.
These are known as
LDF
Development Plan Documents
(DPDs). They set out spatial planning policies to
guide and promote development and physical change in the
borough. Some are existing (e.g. UDP) and others are being
prepared (e.g. Core Strategy).
The preparation of the
LDF
is a
continuous process and over time
LDF
documents will replace the
borough’s
UDP
adopted in
June 2006. The new system of
LDF
was introduced in 2004 by
the Planning and Compulsory Purchase Act 2004. The preparation of
the
LDF
has to be
based on robust evidence.
These documents expand on and explain policy in
DPD
s. They are
prepared for areas where change is being promoted or
to provide additional guidance on particular policy issues
such as transport, environmental or design considerations.
