Information sharing

Information sharing is key to the Government's goal of delivering better, more efficient public services; that are coordinated around the needs of children, young people and families. It is essential for early intervention and preventative work, for safeguarding and promoting welfare and for wider public protection.

Training

Information sharing training is available to all practitioners who work with, or on behalf of, children and young people throughout the borough. Training is delivered through the REAL Trust.

Information Sharing Protocols

Information protocols are formal agreements between organisations that are sharing personal data. They explain why data is being shared and sets out the principles and commitments organisations will adopt when they collect, store and disclose personal information about members of the public.

Rochdale Council has put together a local set of protocols, on behalf of organisations that work with children and young people, that explain when information can be shared and to ensure that organisations are are aware of their responsibilities - both within and between organisations.

These protocols have been formally signed up to by many organisations including, statutory, public, private and voluntary sector.

Tier 1 - Strategic Level Framework

This is a strategic level overarching protocol which establishes principles to underpin the processes by which organisations share information with each other.

Tier 2 - Managerial Level Framework

The information in this document focuses on the purposes for which the information is being shared and is aimed at Managers/Designated Person’s and other specialist support e.g. Legal, ICT, Data Protection.

Tier 3 - Operational Framework

This tier consists of detailed specific information sharing agreements between individual agencies for a specified purpose. It defines the processes by which the information will be exchanged, monitored and managed and includes a flowchart on page 29 on the key principles of information sharing.
