Children and Young People's Plan

The Children and Young People’s Plan enables our partners and us to agree clear targets and priorities for all services and to identify the actions and activities needed to achieve them.

Since 2003, the Government has embarked on a comprehensive reform of the way in which children’s services are delivered.

This reform marks a significant change to the ways in which we and our partner agencies deliver services for children and young people. This new agenda for change is about building upon what is already working well and setting up new ways of working together so that all children and young people receive the very best.

Every Child Matters requires all agencies to work together at all levels from strategic planning to front-line delivery and includes:

  • Integrated local front-line delivery of services
  • Common processes to underpin joint working like the common assessment framework, the role of the lead professional and information sharing
  • Integrated strategies and planning
  • Leading to joint commissioning of services and shared governance arrangements

The ‘Outcomes Framework’ has been developed by the Department for Children, Schools and Families (DCSF) to help focus everyone on five main outcomes for children and young people:

  • Be Healthy: to enjoy good physical and mental health and to live a healthy lifestyle;
  • Stay Safe: to be protected from harm and neglect, to feel safe in their communities and grow up able to look after themselves
  • Enjoy and Achieve: to get the most out of life, achieve at school and develop a range of broad skills that help prepare them for adulthood
  • Make a Positive Contribution: to be recognised for the active and useful part they play in the community and in society as a whole and to be involved in decision making
  • Achieve Economic Well-Being: to achieve their full potential, to be able to access training and jobs and to have a decent standard of living.

The priorities identified in this plan all relate to these five outcomes.

Children and Young People's Plan Refresh

In May 2008 we were half way through our Children and Young People's Plan and decided to refresh it. The key priorities did not change, but some of the success criteria were updated as we had already achieved them or, for instance, the government redefined some targets based new schemes that have come along such as Buildings Schools for the Future. In addition, we added a new section called “change for children”.

The refresh is not a complete rewrite and should be used alongside the existing copy of the Children and Young People's Plan.
