Children and Young People’s Plan
(Interim one year 2010-11)
The Children and Young People’s Plan is an interim one year plan
providing a clear baseline for the statutory Children and Young
People’s Plan for 2011-2014. The development, publication and
review of the Children and Young People’s Plan is the statutory
responsibility of the Children’s Trust Board.
The Children’s Trust Board brings together all
partners with a role in improving outcomes for children and young
people, to agree a common strategy on how they will co-operate to
improve children’s well-being and to ensure that partners comply
with the agreed strategy. Delivering the strategy through the
Children and Young People’s Plan remains the responsibility of the
partners, both individually and together.
The Children and Young People’s Plan aims to improve
outcomes for all children and young people.
Partners within the Children’s Trust Board recognise that without
additional and targeted support, children living in poverty or
facing disadvantage are much less likely to reach their potential
than other children. Throughout this Children and Young People’s
Plan there is a focus on disadvantaged children and young people
and those living in poverty and this acknowledges our
commitment to improving their life chances.
The key priorities and outcomes in the Children and Young
People’s Plan have been identified under each of the five national
Every Child Matters outcomes:
- Be Healthy: to enjoy good physical and
emotional health and to live a healthy lifestyle;
- Stay Safe: to be protected from harm and
neglect, to feel safe in their communities and grow up able to look
after themselves
- Enjoy and Achieve: to get the most out of
life, achieve at school and develop a range of broad skills that
help prepare them for adulthood
- Make a Positive Contribution: to be recognised
for the active and useful part they play in the community and in
society as a whole and to be involved in decision making
- Achieve Economic Well-Being: to achieve their
full potential, to be able to access training and jobs and to have
a decent standard of living.
Targeted areas for attention have also been identified and these
are the key areas where we need to make most progress in order to
improve the lives of the most vulnerable children and young
people.

Children's Social Care Improvement Plan 2009-2010
The plan refers to the service objectives for the 3 years
2007-2010. We have set out the performance targets for each of
these objectives and our performance assessment and management
framework will be applied to help the service to monitor and
improve its performance against these service outcomes.
