Procurement Policy

procurement excellence by managing it strategically and resourcing
it adequately.”

Rochdale Council fully supports the National
Procurement Strategy and has had its own strategy in place for a
number of years. The Council is currently reviewing its procurement
strategy with a report due to go to Cabinet in March 2012. Five
priority areas have been identified in the strategy as follows:
- Supporting strategic and collaborative procurement across the
Council, getting the right contracts at the right price.
- Driving efficiencies out of procurement through the competitive
bid process and supplier relationship management.
- Focusing on sustainable procurement, balancing local needs,
environmental factors and social equality and inclusion with
delivering value for money.
- Meeting the Council’s legislative and regulatory
requirements.
- Enabling those with procurement responsibilities to undertake
their responsibilities.

2010/2011
The figures below provide an overview of the
achievements made through procurement in 2010/11.
- £1.3m - Savings made through contracts
- 500 - Number of local suppliers attended
Procurement ‘Think Local’ and ‘Chest Training’ sessions
- 100% - Suppliers rating procurement
support sessions as good or better
- 89% - Contracts over £50k awarded to SMEs, 64%
higher than the Government target
- 49%% - Council spend on goods and services
within the Borough of Rochdale
2009/2011
Below is a copy of the procurement strategy
which the council approved in 2010. This interim strategy
aimed to provide direction during this period of change
whilst the Council undertook a cross-cutting review of
all services. We hope you see this policy as a living document
which reflects the changing needs of the community. It is
