Local land charges search
When you buy a property or a plot of land in the borough, your
solicitor can apply to us to make a search. Alternatively,
they can use a Personal Search Agent to do this.
The search will disclose any information we hold on that
particular property or plot of land.
We maintain a Local Land Charges Register, which we update
regularly. The register holds details of any charges on properties
and plots of land in the borough.
The register holds details of things like:
- Planning Permissions
- Smoke Control Orders
- Financial Charges
- Tree Preservation Orders
- Improvement Grants
There are four searches open to applicants:
- LLC1 Form
- Con29 Form
- Personal Search
- Common Land Search

Making a search
LLC1 and CON29 Searches
To ensure that searches can be dealt with promptly, we require
the following:
- Fully completed forms
- Up to date site or location plans showing surrounding
roads and properties
- The address or DX to which the search is to be returned is
printed clearly on all forms (DX is a document exchange
service which guarantees next day business mail services,
delivering letters and packets every working day throughout the
UK)
- An accurate full postal address of the property to be searched
against
- A cheque for the correct fee made payable to Rochdale
Borough Council
Personal Search Companies
There are two alternatives covering Personal Search
Company's requirements.
Option 1
When you carry out a Personal Search in Land Charges, you can
ask additional questions on the Swiftsearch system. The answers
will normally be emailed to you within 2 working days and emailed
back. There is a fee of £6.75 for this service
Option 2
Submit an LLC1 request form (£14.00), and indicate any
additional information you may require, with the appropriate
fee. As well as the fees on the schedule attached,
there is an additional fee of £6.75 for us managing the
process. The normal turnaround time is 2 working days and
emailed back from the time we get the fee.

Local Land Charges search
Phone us at least the day before on 01706 924825 to make an
appointment. Appointment times are:
- 9.30am
- 10am
- 10.30am
- 11am
- 2pm
You can make upto 4 searches during an appointment. Information
is held on a computer system. Personal search companies can access
the system themselves. Your company will be given initial help from
the local Land Charges Officer.
Due to internal changes in the Planning & Regulation
Service, they will be offering a morning service only
(9.30-12.30). Therefore the 2pm slot will not be able to
access Planning at Telegraph House.
Regulation 9 Statement
By law, we have to give reasonable advice and assistance to an
applicant or prospective applicant, at a reasonable
price. This information provides the basis on which we
fix the fee for a CON29 search under Regulation 9 of Section 165(7)
of the Housing Act 2004.
The following estimates of costs and search volumes have been
used to calculate the Land Charges fees for the Financial Year 1
April 2010 to 31 March 2011

Searching for planning applications
Information about planning applications since 1979 is available
on this website or from Telegraph House, Baillie Street,
Rochdale.

Building Regulations approvals,
Completion certificates,
Competent Person Self-Certification Scheme
You can ask for a search for Building Regulations approvals,
completion certificates, and Competent Person Self-Certification
Scheme certificates by writing to or emailing our Building Control
team, or as part of a Land Charges search.
The information provided will be from after April 2002. If you
need information from before April 2002, there may be a charge
depending on how much searching is needed.
Adopted roads
There is a list of adopted streets available on Floor 2 of the
Municipal Offices, Rochdale. You can inspect the list there.
