Procurement - policy
The Council has a long-standing commitment to effective
procurement and the achievement of value for money for the citizens
of Rochdale. Tested procurement and purchasing arrangements are in
place which follow council policy and best practice and provide a
high level of control for the annual purchasing spend with external
providers.
The Council is also committed to complying with the duty of Best
Value and acknowledges that efficient and effective procurement
arrangements are also essential to achieving service
improvements.
To maintain a strategic approach to procurement, the Procurement
Strategy that follows has been developed to bring together all
existing procurement policies and procedure rules into one
comprehensive strategy and to addresses the procurement
requirements of Best Value.
It is designed to ensure consistency in approach in the
acquisition of all work, goods and services and it includes
guidance for the service managers involved in Fundamental Service
Reviews, Continuous Improvement and procurement activity
generally.
The strategy builds on existing procurement policy and refers to
Council’s Contract and Financial Procedure Rules which provide the
procedural framework within which all procurement is to take place.
These have also been reviewed and amended to accommodate the duty
of Best Value.
The strategy is to be viewed as the top layer of the Council's
procurement framework.
