Planning applications - outline planning permission

This type of planning application is submitted if you want to know whether planning permission will be given, in principle, for the erection of buildings.

Outline applications must always include information on:

  • Use: the use or uses proposed for the development and any distinct development zones within the site identified.
  • Amount of development: The amount of development proposed for each use. For example for residential development the number of proposed units and for other forms of development the proposed floorspace for each use.
  • Indicative layout: an indicative layout with separate development zones proposed within the site boundary where appropriate.
  • Scale parameters: an indication of the upper and lower limits for height, width and length of each building within the site boundary.
  • Indicative access points: an area or areas in which the access point or points to the site will be situated.

Your completed application forms (3 copies) should be accompanied by the relevant checklist. You should indicate on the checklist the information you have provided and which information you do not consider relevant to your application. Please note, however, that any application which does not provide all the required details may not be validated.

For all Major developments, a full copy of the application on CD would be helpful.  This will allow us to provide electronic copies of the application to all relevant consultees at the earliest opportunity and reduce the possibility of delays in the application process.

Design and access statements

Please remember that all applications must be accompanied by a Design and Access Statement, the only exceptions are listed below.

  • Householder development not in a Conservation Area.
  • Change of use without operational development.
  • Engineering or mining operations
  • Advertisement consent.
  • TPO works
  • Hazardous substances consent.

You can download government guidance on this subject at the following link.

Additional information

If you are unsure of how to complete an application for planning permission it is preferable that you enter into pre-application discussions to ensure all the information required (refer checklist) to process your application is provided from the start, otherwise your application will be delayed.

If you have entered into pre-application discussions it would be helpful if you also include copies of any previous correspondence or notes.

Once outline permission has been granted, you will need to apply for approval of the details (reserved matters) before work can start.
