Planning

Planning involves the controlling of building and engineering operations or changes to the use of land and buildings through the Town and Country Planning Act.

Planning policy

Strategic planning provide an up-to-date planning policy framework known as Local Development Framework to guide certain types of development or guide developments in certain parts of the borough. They include policies and guidance to help the Council make decisions on planning applications and to promote investment and regeneration, and integrate land uses and transport. For more information on Local Development Framework please see link below:

Over time the Local Development Framework will replace the Borough's Unitary Development Plan (UDP) adopted in June 2006. This is the statutory land use plan for the Borough of Rochdale. For more information please see link below:

From 6 April 2008 all planning applications must be accompained  by  the relevant application checklist.  The purpose of the checklist is to ensure applicants/agents provide the correct information with their planning application submissions.  There are checklists for all common application types, each consisting of national compulsory requirements, and local requirements that may be considered necessary by this Service.  The guidance document below explains the procedure the Council will use to decide whether an applicaiton is valid

Planning committee meetings

When an application goes to one of the Township Planning Committees for a decision, a written report is produced which summarises the planning issues and makes a recommendation. A list of planning officer reports is published detailing the applications and the order in which they will be handled.   The meeting agendas (including officer reports) are available for viewing a week before the meeting date and will remain available for viewing for 12 months after.  The minutes of meetings are available to view five days after the meeting date. More detailed information about  the decision making process in relation planning applications is also available.

Changes to the development control system

Don't forget the changes in recent years to the outline planning process and the need for Design and Access Statements need to accompany applications for certain types of permission and consent.  Further information on each can be found below.

Planning news

Application at Crook Hill

Application D48920 - Erection of 12 wind turbines, ancillary equipment and on-site infrastructure on land at Crook Hill, located above Watergrove Reservoir, north of Rochdale has been submitted by Coronation Power and is accompanied by an Environmental Impact Assessment.

Seven of the turbines and the proposed means of access to the site are located within the Rochdale Metropolitan Borough Council administrative area, whilst the remaining five turbines and associated infrastructure are located in the Calderdale Borough Council administrative area. Planning applications have therefore been submitted to both Councils.
