COVID-19: Restart Grants

What the Restart Grant is

The Restart Grant is for businesses who have a rateable value and offer in-person services in the eligible sectors.


There are 2 strands to the Restart Grant. Strand one is for non-essential retail. Strand two covers hospitality, leisure, accommodation and personal care.

Strand One of the Restart Grant is open to non-essential retail premises. The types of business that are eligible are:

Non-essential retail:

  • Antiques stores
  • Auction rooms
  • Betting offices
  • Bookshops
  • Car and caravan sales, display and hiring sites
  • Car auctions
  • Car showrooms
  • Car supermarkets
  • Car washes (standalone)
  • Carpet stores
  • Charity shops
  • Clothes shops
  • Department stores
  • Electronic goods and mobile phone shops
  • Florists
  • Furniture shops
  • Homeware shops
  • Markets
  • Plant nurseries
  • Sale kiosks
  • Sales offices
  • Showrooms, such as kitchen, bathrooms, tile and glazing
  • Sofa shops
  • Tobacco and vape shops
  • Travel agents

The following businesses are not eligible in strand one:

  • Agricultural supply shops
  • Animal rescue centres and boarding facilities
  • Automatic car washes
  • Banks
  • Bicycle shops
  • Breweries
  • Building merchants
  • Building societies and other financial providers
  • Chemists
  • Convenience stores
  • Corner shops
  • Education providers, including tutoring services
  • Employment agencies and businesses
  • Food retailers, including food markets
  • Funeral directors
  • Garden centres
  • Laundrettes and dry cleaners
  • Medical practices
  • Mobility shops
  • Newsagents
  • Off-licences
  • Office buildings
  • Pet shops
  • Petrol stations
  • Pharmacies
  • Post offices
  • Storage and distribution facilities
  • Supermarkets
  • Taxi and vehicle hire businesses
  • Vehicle repair and MOT services
  • Veterinary surgeries
  • Wholesalers

Strand Two of the Restart Grant is open to hospitality, leisure, accommodation, personal care and gym premises. The types of business that are eligible include:

  • Hospitality: cafes, food courts, public houses, pub restaurants, restaurants, roadside restaurants and wine bars.
  • Leisure: amusement arcades, including adult gaming centres, bingo halls, bowling alleys, cinemas, clubs and institutions, exhibition centres, go kart rinks, museums, art galleries, public halls, soft play centres, theatres, village halls, scout huts and wedding venues.
  • Accommodation: bed and breakfasts, caravan parks, guest and boarding houses, holiday apartments and cottages, holiday homes and hotels.
  • Personal care: beauticians, aesthetics and other non-surgical treatment, dance schools and studios, golf courses, including driving ranges, gyms and fitness suites, hairdressing and beauty salons, including barbers, holistic therapy, nail salons, spas, saunas and steam rooms, sport and leisure centres, sports, squash and tennis courts, swimming pools, tanning salons, tattoo and piercing studios and water sport centres.

Businesses that are not eligible in strand two include:

  • Accommodation: education accommodation, residential and care homes, private dwellings
  • Gym and sports: home gyms, home exercise studios (commercial gyms are eligible) 
  • Hospitality: food kiosks and businesses whose main business is a takeaway
  • Leisure: all retail businesses, coach tour operators and tour operators
  • Personal care: businesses that only provide personal care goods rather than services, businesses used solely as training centres for staff, apprentices and others, businesses providing dental services, opticians, audiology services, chiropody, chiropractors, osteopaths and other medical or health services, including services that incorporate personal care services, treatments required by those with disabilities and services relating to mental health

What you'll get

The amount of money you'll receive depends on the rateable value of your property.

How to claim

You still have to apply for this grant even if we've already paid you one of the other business grants. This is because the government has increased the information we have to collect from businesses before we can pay the grant.

To apply:

  1. Complete the application form.
  2. Email your completed form along with a copy of your bank statement to Please make sure you provide all the information and proof we ask for on the form.

We will not be able to process your form without your bank statement.

How and when you're paid

We can't make any payments until Tuesday, 13 April 2021 at the earliest. This is because the government verification tool we need to use for the grant is unavailable until Monday, 12 April 2021.

The Restart Grant will be paid into your bank or building society account.

We aim to make payments within 7 working days of receiving your fully completed form and supporting proof.

Accepting the payment will mean you confirm your businesses meets the eligibility criteria. You'll receive an email when we've processed your payment to advise you of this.
