Licence - alcohol and entertainment
The Licensing Act 2003 transferred alcohol licensing from
licensing justices to licensing authorities. The Council is
the licensing authority for Rochdale Borough.
The Council's Licensing Policy was adopted, under the Licesning
Act, on 1 December 2004, addressing issues raised during the
consultation excercise that was carried out.
It should be noted that the actual policy is to be found on the
first 27 pages of the document. The appendices that follow
the policy provide information to assist licensees, and potential
licensees, to understand what they are required to do and to help
them to draft their operating schedules for inclusion within their
applications. This includes the Pool of Model Conditions that
is contained in Section 182 Guidance to the Act.
Alcohol Licensing is only a small part of our licensing
duties. We issue licences and permits for all manner of
