your first call should be to Consumer Direct and they will advise
you.

Trading Standards deals with a wide range of consumer and
commerce related issues which include enforcement, advice and
education. We are responsible for the enforcement of a variety of
legislation covering the safety, descriptions and pricing of
products and services.
Trading standards officers visit, inspect, and test, every
conceivable type of product or service. Our role is to protect the
interests of Rochdale council consumers and businesses.
We can help with pre-shopping advice from buying a second-hand
car to employing the services of a builder or booking a
holiday.
