Anti social behaviour and nuisance

Our Environmental Health Service provides information, advice and complaints about noise disturbance including house and car alarms.

The Anti-Social Behaviour team are committed to tackling and reducing the incidents of anti-social behaviour to achieve a safer community.

Anti-Social Behaviour Team

The Anti-Social Behaviour team work together with the Rochdale Safer Communities Partnership ( RSCP ), which consists of a number of agencies including Rochdale Council, the Police, the Probation Service, Rochdale Boroughwide Housing, and the Health Authority. They all work together to tackle the problem efficiently.

Anti-social behaviour covers a range of nuisance including:

  • Verbal abuse
  • Vandalism
  • Graffiti
  • Racial Abuse
  • Dealing drugs
  • Drinking alcohol in the street
  • Threatening / intimidating behaviour

This definition covers the actions of individuals and larger groups. It is not intended as a comprehensive list. Any behaviour which causes harassment, alarm or distress is anti-social.

What can be done?

There are a number of ways in which the RSCP can address anti-social behaviour. These actions include:

  • Warning letters
  • Home visits
  • Acceptable Behaviour Contracts (ABC’s)
  • Anti-Social Behaviour Orders (ASBO’s)
  • Supportive Programmes

How can the community help?
ASBO’s are community based orders that involve local people not only in the collection of evidence, but also by helping to enforce breaches. By their nature, they encourage local communities to become actively involved in reporting crime and disorder and contributing effectively in “making the Borough a place where everyone is safe and feels safe.”

Diary sheets
To help us to stop anti-social behaviour in the community we would require the completion of incident diary sheets. The diary sheets would be used to provide evidence in court.

Reporting anti-social behaviour

The support of the community is vital in reporting and identifying individuals who cause anti-social behaviour.

Anti-Social Behaviour Orders
When contacting the Police about someone who is subject of an Anti-Social Behaviour Order, please make this clear to the operator when making your call.

In the first instance:
If you are a tenant living in a rented house, you should contact your landlord to make them aware that you are having a problem.

Case Intervention Group

The Case Intervention Group (CIG) is a forum through which the anti-social behaviour team and partner agencies discuss individuals involved with or at risk of becoming involved with anti-social behaviour and crime. They bring together professionals who will support the young people, adults and or families.

The Case Intervention Group (CIG) is a forum through which the Anti-Social Behaviour Team and partner agencies discuss individuals involved with or at risk of becoming involved with anti-social behaviour and crime in the borough of Rochdale.

What does the Case Intervention Group do?
The Case Intervention Group brings together professionals who will support young people, adults and families, where risk factors or emerging patterns of anti-social or criminal behaviour has been identified.

What happens at the Case Intervention Group?
The forum meets on a monthly basis to discuss all referrals of individuals or families at risk or engaging with anti-social behaviour and crime.

Who can refer cases to the Case Intervention Group?
Members of the public who have concerns regarding individuals and their involvement with anti-social behaviour may contact the Anti-Social Behaviour Team for advice and support. The Anti-Social Behaviour Team will first investigate complaints from members of the public. This Team will then bring identified individuals and families to the panel.
