The Civil Contingencies Act 2004 (CCA) places several duties on local authorities, which are classified as Category 1 responders.

These duties explain the role of a local authority in the event of an emergency.

One of the duties relates to publishing a document that shows potential hazards within the community; this document is known as the Greater Manchester Community Risk Register.

The register aims to reassure people that potential hazards have been assessed.
