Council service structure
The council is organised into service groupings rather than
traditional departments.
Management is by a five person executive leadership team and 15
heads of service each leading a service group made up of
services that have a logical connection to one another.
This way of running things is meant to remove some of the
barriers to service improvement that existed before and make
innovation much simpler to achieve.
Three partner organisations, Rochdale Boroughwide Housing, the
Impact Partnership and Link4life also work with us
to deliver council services.
Executive Leadership Team
The "top team" at Rochdale Borough Council is made up of the
Chief Executive, Roger Ellis, and four Executive Directors - Andy
Zuntz, Terry Piggott, John Patterson and Margaret Carney. The
Managing Director of the Impact Partnership, Chris Lavery, also
attends Executive Leadership Team meetings.
Jim Wilson , Interim Director of Adult Care, also joins our team
for up to two years from February 2008 to oversee the
improvement of our Adult Care Service. The 2007 report by the
Commission for Social Care Inspection identified a number of key
areas where we could do better to fully meet the needs of
vulnerable adults. One of the agreed actions was to provide more
support for the Adult Care service at senior management level.
