Aiming High - maximising the potential of our people
We want to maximise the contribution of all our people –
councillors, employees and key partners – so that we provide good
quality and cost-effective services to the public. We want to
create a culture where all of us have a “can do” approach -
flexible, inspirational and focused on making things happen. We
want all our staff to feel proud of working for RochdaleBorough
Council. We need to support councillors to enable them to be more
effective in their ever-changing role.
The staff survey in 2007 identified that the majority of staff
had pride in working for the council and job satisfaction was
comparatively high. However, leadership and development
opportunities were identified as an issue. Staff felt that training
and development should be available for all, not just for
managers.

What we will do
We will:
- Launch a comprehensive leadership development
programme
- Develop succession planning including
- An increasing programme of graduate
recruitment
- Increasing modern apprenticeship opportunities
(Council Apprentice Team)
- Creation of a specialist talent pool
- Mainstream succession planning in services,
developing staff so that there are two appointable internal
candidates for each key post
- Make sure that all staff have a performance and
development review every year
- Review our training programme to make sure it meets
staff development needs
- Introduce 360 degree feedback (which includes
feedback from staff on their line manager’s performance) for all
managers at fourth tier and above
- Introduce coaching and mentoring starting with
Executive Leadership Team and Heads of Service
- Develop an internal communications strategy so
that all people know what is happening in the council
- Help develop and nominate officers for the Association
of Greater Manchester Authorities capacity building
programme
- Develop capacity through our involvement with Team
Manchester
- Improve member development by working with the
Leadership Centre
