Community strategy
The Council and its partners have a plan for the borough. It’s
called a Sustainable Community Strategy and sets out a vision for
the borough and some clear key priorities which partners aim to
deliver together over the next ten years.
It has been developed following considerable consultation and
involvement with a wide range of local people who told us what was
important to them and their families not just now but in the
future.
The document is deliberately aspirational and acknowledges that
the next few years won’t be easy for many public sector
organisations and for some people in the borough. But to enable
those aspirations to be achieved, the strategy has a number of
objectives that it aims to achieve along side some measures and
indicators which will highlight whether or not we are moving in the
right direction over the next three years.
This Plan is linked to a range of other plans and strategies
which various partners are committed to delivering and some of the
priorities included in the Sustainable Community Strategy are
included in these strategies and plans.
- These include the Children’s
Plan produced by the borough’s Children’s Trust.
- The Community Safety Action Plan
produced by the Rochdale Safer Communities Partnership.
- The Health and Well Being Strategy will be produced by the
Health and Well Being Partnership (link to follow).
- And the Economic Strategy produced
by the Boroughs Economic Partnership.
A Partnership Vision for 2011-2021
We aim to make our borough a prosperous borough, to grow
our economy and develop our place through co-operation and
partnership, improving the lives of local people.
We have three clear priorities and these are:
- Our People - We will promote healthy, safe and
happy lives through prevention and personalisation of care, growing
self esteem, confidence and responsibility.
- Our Place - We will create high quality places
where people choose to be.
- Prosperity - We will grow enterprise, ambition
and the skills to succeed.
Working together
Partners across the borough have agreed to direct some of their
resources to achieving the vision and priorities. They have also
agreed to focus on taking action early to prevent challenging
situations worsening and to work on a range of inequalities that
exists between our richer and less affluent parts of the
borough.
These partners intend to succeed and have put the building
blocks in place by being clear about:
- Where and what sort of development we want to see in the
borough this is demonstrated in our local
development framework.
- Stating our physical aspirations for the borough in our
Master Plan particularly in relation to
Rochdale town centre.
- Our commitment to reduce our borough carbon footprint and
starting to live within our environmental needs. A range of actions
have been agreed to accelerate work on climate change and these are
contained in our Climate Change Action Plan (to follow).
What’s the partnership about?
When we use the term partnership it relates to the borough's
Local Strategic Partnership, led by Rochdale Council and currently
made up of 11 agencies known as the Local Public Service Board or
LPSB.

Trust
The main role of the LPSB is to develop credible plans aimed at
improving the way of life for local people. Providing a focus for
leadership, coordinating research and planning and delivering
across agencies and sectors. Ensuring effective communication,
encouraging space for experimentation and learning and being
accountable.
It meets every 8 weeks and discusses and agrees action ranging
from ensuring the delivery of the boroughs Sustainable Community
Strategy, new ways of working in some of the boroughs most deprived
areas and specific themes for integrated action by partners.
